Shuffling photos around

I'm currently having problems moving my new downloaded photos to the position they need to be in.  After dragging up one to the correct position it then freezes and won't let me do anything.  I've switched off the computer several times to no avail ;-( .  It did mention that a web page was slowing down my browser but where did that come from and is there anything I can do about it?  Anyone else have this problem.  I'm a very patient person and don't mind dragging the photos around and spending time on it but the whole thing freezes each time and is driving me to distraction!
