Tax Witholding

I had some tax withholdings taken at 28% becasue my info was not complete prior to hosting my first guest.  To whom do they alloacate those witholdings on the 1099?....me as payee at the time of the booking or a subsequent different default tax payer (on my account) as of  12/31?  In other words, does the default tax payer have anything to do with determination when there are several tax payers involved.

They take the 28% withholding because you didn't complete your information (e.g. W-9).

how long did it take for them to stop withholding after submitting the correct forms? I.e. mine was a w-9  Does anyone know ? I’m having that problem. I submitted two days ago so need to know an expected time frame.
