A reservation is coming into my email, but when I click on the accept or decline, it takes me to the airbnb site, which tells me I do not have any outstanding reservation requests.

The guest might have withdrawn the request. If the dashboard says you have nothing outstanding to attend to, then I would take it as read.

Yes, the guest probably changed their mind, but it doesnt hurt to ask. If you can, send the guest a message, asking them if they have a reservation request pending at your suite. They should be happy to answer.
