Who collects the damage deposit?   The host or Airbnb?

it's called "security deposit" and it is not collected at all, unless set by Airbnb self ("Airbnb required"), details:

It is not charged to the guest at the time of booking by AirBnB.  It is not a fee that the host can collect at booking OR charge against after the reservation if damage is done.  It is a GHOST fee.

You can charge a damage deposit by simply "requesting money" in the resolution center. 

 

Be aware that this is not a sanctioned function of Airbnb, and may be subject to refund if the guest complains. So be sure the guest understands what it is and agrees to it.

 

We've found it delivers excellent results. 

 

Also, realise that it's for damages, not because the guest was a bit messy or otherwise insulted you somehow. Always give the deposit back in full, preferably in cash, at checkout time if there's no damages. Otherwise, this will be stopped in fairly short order. 

The Damage deposit just allows guests to now that they are liable for damage expenses.  You must "report a problem" such as  broken or damaged item and give a replacement amount plus documentation.  If the guest refuses to pay then the matter is escalated to Airbnb and they may reimburse you for the loss.  Cheers
