Does airbnb act as a 3rd party in renting an accommodation between Host and guest?

I have looked out for an accommodation to stay long term in Munich, Germany.

As the owner is out of town, he want it to  rent it out via airbnb. As a part of this, he says that I will have to transfer the first month's rent and the deposit to airbnb, who then will send me the keys and the contract and arranges for a viewing appointment.

 

After the visit, incase I do not like the accommodation I can cancel the booking with in 3 days and I could get the refund of the amount I paid. On contrary, if I would like to continue the amount will be paid out to the owner and the contract begins.

I am doubtful about this process. Is the owner trying to do a scam?

 

Why is viewing only possible after the payment ?
