I'm a host Kamloops, I think the only way is for Airbnb.org to promote it
Airbnb.org is a separate program, you sign up to be an Airbnb.org host and it's promoted when disaster strikes. It's been used for refugees and is currently bring used for the Maui disaster.
I've worked at ESS in the past. Another way is for guests to receive the same voucher they would receive for staying with family. The family member then gets reimbursed a limited amount for lodging. So the Airbnb host would fill out the form and request reimbursement. This comes at a much later date. And is alot less than an accomodation at a hotel, etc.

Also, you could advertise your Airbnb locally offering a reduced rate. Or just pause your Airbnb and do something privately.
