Guests burning incense
I have a guest who is burning incense in his room. I have a no smoking/420 policy stated in the House Rules.
I want to ask him to stop burning incense since this is a shared house and I have other guests staying next to his room. I can smell the incense in the living room and bathroom next to his bedroom.
I don't think it's fair for the other guests to have to smell such a stong burning incense smell.
Any suggestions on how I can ask him to stop burning incense in the house?

You can send your guest a message through the app to gently remind them of your house rules.

Hi (Guest),
I hope you’re having a comfortable stay so far. I wanted to kindly remind you that our house rules include a no smoking/420 policy, which also extends to burning incense or anything that produces strong smoke or odors.
Since this is a shared home, I’ve noticed the incense scent is spreading to common areas like the living room and bathroom, and I want to make sure all our guests can enjoy a neutral and comfortable environment.
I appreciate your understanding, and I’d kindly ask that you stop burning incense indoors for the remainder of your stay. If you need an alternative way to freshen your space, I’d be happy to provide something more suitable.

Great advice already from @Patricia2526 .
I would also update your addl House Rules that No smoking/vaping of any kind and no incense burning.
Since this is a home share situation, and guest behaviors can affect other guests, I would give all guests a copy of the House Rules and ask them to sign it at check-in.

You could ask the other guests if they can smell the incense? Does it bother them or do they like it.
