I am travelling to Dubai, and host requires passport copies of all guests to upload to government portal of tourism. Is that true?

Yes, all accommodation providers (including hotels, serviced apartments, and licensed holiday homes/home stays) are legally required to collect a copy of each guest’s passport or Emirates ID at check-in.
The Dubai Department of Tourism and Commerce Marketing (DTCM) requires hosts to register all guests through their online system.
Lots of countries have a legal requirement to provide photo ID for any foreign guests @Joe4431
You can check whether Dubai is one of them on your government embassy website .
