I don't know about Costa Rica, but in some countries (for example Italy) the host by law must identify the guests through an identity document (for example passport) and register them with the police authorities

Passport number is the least of your worries. It's basically useless to a scammer. Most hotels anywhere will require it, or another form of ID.

 

Like @Andrea6232 , it's a legal requirement here too.
