Why are guests not banned after several horrible reviews?

We had a very painful experience with a guest whose dogs (we did allow dogs) destroyed our carpets, screens, blinds and bedding. The house was filled with urine stains and smell. trash and broken items. I had to force them to leave after 3 hours past their check out! She never paid the extra fees or damages even though they promised they would. Right after us they did the same to another property. How We have a claim of over $10,000 in damages and loss of revenue. How can they still rent?????
