How to comply with no camera policy when using camera for true security purpose

I am trying to determine how to comply given the following situation.

-full home rental

-garage contains pool toys, bicycles, & car charging station for guest use

-also contains 7 locked storage cabinets containing turnover supplies like linens, towels, toiletries for guests, body wash, dish detergent, & cleaning supplies.  
-recurring but not often: guests attempting to break into cabinets 

-currently have camera facing/capturing view of  ONLY the fronts of the cabinets.  Remainder of the garage not in view

 

it is probable that without the monitoring,  more attempted (or successful) break-ins to cabinets occur and there is no way to determine accountability.

 

Since the garage does not contain living quarters & is used primarily for storage, that it is not considered part of the residence so a  camera is allowed?

 
OR

 

Could the garage be considered not part of the rental but give the guest access as a courtesy if they want to use the pool toys, bicycles & car charging then continue to use the cameras? Also post notices on the entrances there is cameras monitoring inside the garage.

Have you by chance found out if your camera can stay in your garage?

We currently have a camera in the three car garage of our house that we rent (long-term stays only) while we are away a few months at a time. The garage also contains storage cabinets with turnover supplies.  We allow guests to use one of the spaces and we use the other two spaces for our vehicles, which stay parked.  We've decided that starting May 1 we will not include the guest garage space as part of the paid rental, but instead offer it as one of the parking options along with parking on the street, the guest must acknowledge they are aware that there is a camera before they can use the garage.
