HOA Approval

Hello! My community requires an HOA approval for tenants which includes a Lease Agreement to be submitted with the HOA application. This is only possible once I have access to the tenant’s email, so what is the right process to follow here? Should I accept the reservation request and then exchange the emails including the Lease Agreement document? What if the guest is not approved by the HOA? Ive been sharing my email prior to accepting the reservation, but hate to violate a potencial rule of Airbnb. Any guidance is appreciated, Im trapped!!
