Tax information in Nicaragua

I just got notified that I have to fill out the tax form, which I’m a little bit confused since I don’t know what for to use. I’m not a us citizen or resident. That doesn’t apply to me and the region that I’m in also says that there’s no regulations established yet. So what’s my next step?

I am not being rude just trying tu understand question.  The tax form is a U.S. IRS form?  You don't live U.S..? You don't have a rental in the U,S,?   Then why would you owe U.S. taxes?
