Airbnb in St. Louis County illegal?

Friend received a notice from the department of public works is illegal. I know some municipalities like Overland in St. Louis county does not allow Airbnb, but was not aware that the entire county deemed it illegal. Does anyone know have any information? Cant seem to find anything online. Contacted Airbnb, but they were not helpful. 

We personally don't have a problem yet, but if my friend's property is illegal, then so are my properties and everyone else's Airbnb in St. Louis County so its just a matter of time before the code enforcement officer knocks on my door.

We’re aware that Airbnb are not attorneys and we are not looking for legal advice. We want to know if anyone in the area is experiencing problems with the local municipalities. 

This problem is fairly serious as it does affect the 1,000 or so properties in the area listed on Airbnb.
