Housing shortages

I have a listing in Ireland just north of Dublin, in short can someone help me with the new regulations and requirements for a listing in a high demand housing zone? I am not living in Ireland and information seems to be unclear.

What specifically are you finding confusing @Ronnie142 

I looked at Corporation STR guidance in the summer for a relative of mine in Dublin and it looked fairly clear to me. 

it absolutely makes sense for the corporation to limit STRs in high housing demand locations . As you'll know there's a massive shortage on long term rentals in Dublin.
