Seattle Licensing - Do I need a UBI

I never hosted and I never had my own business. I'm trying to get my head around licensing in Seattle. I understand I need to apply for a business license first. But do I need a UBI number? Additionally, do I need the legal business name to be my full name, or can I name it anything I want?
