short term rental in san francisco

so the sfstr never sends me a email to reregister and they get airbnb to cancel all my guests. i reregister and pay my 450.00 and get back on. a week later they do it again.  now airbnb says my old expired str number is no good so i cant host short term and tells me to call sfstr for the new str number. sfstr says to remove my old str number. i told them i can change my str number but i cant remove it. sfstr for some reason isnt giving me a new str number to change- they only want me to remove the old one.  im going in circles and neither airbnb or the sfstr office is giving me any help.  any ideas?
