Legal action against neighbor

My Airbnb is next to a neighbor who HATES our rental. He constantly calls the police for noise (though every police report states no noise), harasses our cleaners, and has been caught videoing our guest through the gate.

 

Has anyone dealt with this before? I’m thinking of pressing harassment charges as well as getting a restraining order for him to stay away from property. Is that feasible?
