No option to pay service fee in my account

I am trying to change my listings to simplified pricing where I pay the entire service fee so the guest doesn't have one.  However when I go to the Payments & Payouts section, there is no tab for "Service Fee" to make the change.

I believe you have to set up "professional hosting tools" under account.  I run a small hotel and there is no service fee for airbnb guests, I pay the entire 15%.
