Unable to publish listing

First time AirBnb host here,

I'm struggling to publish my AirBnB listing as it appears I've run into a dead end. When asked to upload the STRO license number, it leads you to fill out the application on the San Diego City website where it then asks you for your advertising link to the Air Bnb listing and your Host ID, which in turn you're unable provide until you add the STRO license number. 

Any help with this is very much appreciated, thanks in advance!
