Account reactivation/unblocking

Hi!

How to unblock smb's account if it was blocked due to a fraudulent reservation?

They say to read the community safety standards and let them know to reactivate account but it's not saying how to notify them this. No support is offered to our request.The owner did not know about this issue as somebody else was managing his account.
