Charging for extra guests

We have a 2 person max space. When we set the rate as if 2 people were staying, we hardly had any bookings. When we changed it to a lower price for 1 person and then an additional fee for the second person the room started to be booked out more often.
Making it cheaper for single guests. Sometimes we have a booking for 1 that turns out to be two and recently had issues with a guest who complained about paying for the second guest.  

Guests are searching for accommodation for 2, but don’t realise that when you come to pay you have to select 2 guests again.

 

Has anybody had the same experience? 
Is there anywhere in the listing that is appropriate to mention something to prompt guests in avoiding this mistake.

 

We were made to feel like we were hiding something.

 

Most guests book at pay for 2 people and have no complaints.

I don't have this problem of guests not accurately reporting the number of guests.  However if you do, make it a practice to confirm the number of guests either before accepting or if IB, right after the confirmation.  It is not the usual expectation that a single room with 2 guest capacity has an extra fee for the second guest, but it does occur.  You might also highlight it in your listing description.
