Guest requirements not consistent

I have my guest criteria set as "airbnb standard" plus "profile pict" and yet I continue to get guest that only have an email and phone number provided. No photo. 

I am trying to combat zero-review guests that are actually terrorists or wedding parties  😉

I thought that adding the profile picture would help a little, but airbnb won't even enforce their own settings....

Any insights??
