How to start a facebook page for my area?

So I was trying to find if there are any active facebook groups here in New Delhi (India) but turns out there aren't any as yet! So trying to understand how can I start one of the groups so that we can begin networking & sharing

Thankyou Quincy for the revert! Turns out I was able to start a community page myself after becoming a community leader for my region in India here! So exciting!
