One has to question why the neighbourhood is how it is.

No doubt it will be the standard, grew up in environment without parents who had drug / alcohol addictions, father was in prison for xyz crimes, mother was subjected to violence,  father was killed in an accident when children were young etc etc

Absolutely inexcusable reasons for such behaviour.
