Under 18 when making reservation

Is it possible for a person under 18 to make a reservation if she will be 18 by the time the reservation will be made for?

No by law to make a contract you need to be 18. Is someone travelling with her 18? 

If so, they could make the booking.

If not, she could try youth hostels.  @Linn104
