How to file complain to the resolution center?

I had bad experiance with resolution center. Few weeks passed after I filed the claim to a huge damage ( a big hole on the wall and a hole on the bathroom door, blue paint on the wall, bathtub, table, floor and everywhere, broken bed frame etc), nobody contacted me. I still don't know who was my case manager. I called/emailed numerous times, they just asked me to wait the email. finally they sent me an email indicating if I didn't reply, my case will be closed. after one more week, a guy called Scot emailed me and gave me final decision, declined my claim because I didnt file in 48 hours and the pictures looks common wear out, most part of the email consisted long paragraph of terms and conditions. I replied his email and asked some questions, Scot refused to talk to me, he just copied his previous email to me and rewrote some terms and conditions. Does somebody know how to file compain to the resolution center or security specialist?

I'm sorry for your damage, but if they already made the final decision, I think you can't do anything more about it.
