Ibiza, SPAIN mobil app for tourism board to track and fine all short term rentals

A new mobil app is ready to be rolled out by the Ibiza tourism board to locate and fine virtually all short-term rentals, with a focus on apartments and non-single family dwellings. This is draconian and scary.  Does anyone have any input on this? The hotel industry brought this on by not providing what tourists want and now the same industry is hope to collect huge fines in their name. What a way to kill tourism. The Balearics was the only province that did not suffer much in the crisis, all thanks to our managed tourism. Any thoughts on what to do as a host? How to comply? How to fight it?    thanks
