Should I wait to pre-approve a request if the guest is not fully verified by Airbnb? I only accept those who are.

Yes.  If a guest sends an inquiry and is not fully verified, respond to him/her that you require all guests to be verified.  I once had a guest who wasn't fully verified and his profile picture was that of a dog.  I asked him to correct these things and he did.  Turned out to be a great guest!
