Unverified account was able to instant book and then cancel without penalty

Has anyone else experienced the below?

I had an unverified account instant book capturing the dates in my calender.

The day he was to check in he sends me a messenge he booked a hotel and

that he wanted to shorten the reservation before he verified his account

otherwise he said he wouldn't complete the verfication. 

Airbnb let the guest cancel the reservation without penalty.

So since the guest gamed the system by not completing his verfication he was

able to block my calendar and cancel without penalty.

If you turn on instant booking to the airbnb community you run this risk.

I thought the Airbnb community was all verified accounts.

Also AIrbnb told me this guest had two accounts under his name both

were unverfied not sure why why they allowed that either.
