Increased energy rates for touristic properties in Portugal

Hi all, 

Espically for those who rent out in Portugal, Algarve (but any ideas from all around the world are welcome 🙂 )

and are therefore registered with AL (mandatory Local touristic Accomondation)  

EMARP (water/waste company) has increased the water and waste  rates 4-fold as they like to squeeze more money from AL properties.

This  makes me think that on top of the rates increase,  if guests are wasting energy, I will be even more punished.

Any ideas? Am I entitled to ask guests for reimbursment if their usage is excesive?

Is there a smart way of doing that rather than taking photos of meter readings and calculating usage per amounth of days?
