Paying taxes in Mexico

We purchased a condo in Puerto Vallarta last Spring and have started the process of becoming permanent residents, but do not currently have an RFC number.  If I am understanding things correctly, airbnb withholds the taxes until we provide a RFC number.  We would like to list the property for rental now, but I'm not clear if we can do this without a RFC number.  We also do not have a Mexican bank account set up yet.  Any guidance would be appreciated.  Thanks!
