Give me any idea how to do STR without permit? Or need to have permit?

Go to City Hall and speak to the folks there who do planning, zoning and business licenses. They will want you to succeed and will get you all set up with permits and all the help you could wish for. They will make sure you are zoned for STR, and assist with public health and safety, getting along with neighbors (parking, noise, quiet hours, etc), and all the rest.
