I am guessing this is one of those oddball Californian things which causes most of us to almost laugh at the insane politics of California and the people who constantly vote for the same politicians that push those dumb policies.
I am also guessing that perhaps you've recently had issues and someone is giving you a hard time as a result, otherwise you would likely not be asking?
I remember a story from someone in Venezuela that had a similar issue in reverse, basically they passed a law that said any building or even bedroom that wasn't in use could be confiscated from the government and you could be forced to have someone live in that room, someone you didn't even know... isn't socialism great?
In any case, the way people got around it was by skipping around it in their own way. In their own case, rooms were suddenly used for home businesses or such like... In your case however, might I suggest 'moving out' of your home and letting your bf, gf, aunt, cousin, uncle, etc take up residency, every 120 days switching around, and having someone else 'rent rooms' instead?
