Tax withholding for listings in the Cayman Islands

Can anyone else hosting in the Cayman Islands (Who is not a US Citizen with properties in the Cayman Islands) confirm if US Taxes have been withheld on payouts? 

I have been referred to the Specialized Team responsible for Tax, however I have not been able to get an explanation or response in over 5-months?

US Taxes at a rate of 24% has been withheld from my payouts? 

Has anyone else experienced this issue? If so how have they found resolution?

@Craig497 Apparently US tax has also been withheld from people in Europe with no links to the USA. From memory Airbnb needs form W8-BEN completing to stop this happening.
