I need advice regarding max guests, charging for extra people, and how to set things in the app

We allow up to 4 guests total in our 2 bedroom, 2 queen bed guest suite. More times than not, our guests are either a couple, or 3 or 4 people who don't sleep in the same bed. Inevitably - I mean every single time - when friends or non-couples share the suite, the person who booked the place fails to inform everyone else staying how to check in, what the rules are, etc.. This creates chaos and confusion, usually for the guest who arrives before the person who made the booking, and can't figure out where the suite is, let alone how to get in. And that's jut the tip of the iceberg. It also has created scenarios where I'm expecting 2 people, and 3 show up. More resources used. More communication needed. More cleaning needed after they go. More reiteration and reminders of house rules. (And before you waste time stating the obvious - Yes - of course I already ask the person booking to share info with all staying)

I'm happy to work with guests and accommodate reasonable requests, but when I review the things that were headaches over our busiest season, it all points to the times that 3 to 4 separate entities shared the suite.

TLDR: If you've been in a situation where allowing more than 2 guests created headaches, did you keep your max guests the same, or did you lower that and charge for extra people? Tell me more about either? Thank you!

ALSO: Technical question - If I want no more than 4 guests in the suite, and I want to allow 2 and then charge for each extra person up to max of 4 guests total, how do set that in the app? Thank you!!!
