Formal dress for Belo awards ?

I am going on Belo event and i am thinking how formal dress need to be? Does it need to be floor-length evening dress - bal dress or it can be for example little black dress with heels or any knee length dress.

For ladies, formal attire means floor length ballgown and for gentlemen, a tuxedo.
