Booking in Cuba as UK citizen but being asked (and being unable...) to complete US Govt. Attestation..?

Hello, I'm trying to book in Havan, Cuba, as a UK citizen, in the UK, on a UK device and I'm being asked to complete a US Govt. Attestation for my reason to travel.  Not sure why.  On trying to complete purchase, I get this issue; We are unable to process the attestation. Please try again. Any insight gratefully received - many thanks
