In theory, no. The booking guest must be part of the party staying. Otherwise, you are not covered by any Airbnb insurance if something goes wrong. The only exception is if someone is a registered booker for a business. They have to apply to Airbnb to do this.
However, most Airbnb CS reps will tell you it is up to the host if they want to accept third party bookings or not. Personally, I would not recommend it. It's too much risk and I want to be communicating with the person actually staying as things are far more likely to go wrong otherwise.
