How to escalate a complaint / overdue refund

I was promised a refund but no one picked up my case for over 25 days. I finally have someone assigned to my case. But the kicker is he is not getting back and apparently he is the only that can help now that the case has been assigned to him. When you call you can't get put through to manager. So if said customer service agent is sick on leave or fired 🙄 what happens to my open ticket... This is a lousy service / platform. I will be warning all my friends to stay away from this place!!! So terrible

The platform is OK,but for CS you need to be persistent.
