@Sarah977 you know full well that Airbnb does not actually charge the so-called "security deposit," so that is a lost cause.
But it is quite true that Airbnb does not accept liability for fines that result from losing control of your property. You can request payment from the guest via the Resolutions tool, but if the guest refuses to pay, you're at a dead end. The Host Guarantee has no provisions for losses unrelated to physical damage.
Assuming that Airbnb rentals are actually allowed in your building, you might find it useful to approach the neighbors with an apology and your contact details in hopes that in the future they contact you directly instead of resorting to getting security involved.
