remove a cancellation fee

Sorry if this is a repeated message. I received an error message.  I'd like to waive a cancellation fee for a guest who stays with me on a regular basis.  can she change the reservation without having to pay a fee or is there a way for me to remove it?

@Kelly781 If you want to refund the guest your entire booking fee, just click the 'refund in full' button from within your cancellation email notice from Airbnb. Note that the guest must cancel first. The guest won't receive a refund of their service fees from Airbnb though.

Will she be penalized by AirBNB for cancelling?

@Kelly781  Penalized how? Guests don't get any penalties for cancelling, like hosts do, aside from losing money if the cancellation policy is upheld. 

They can get the Airbnb fees back if they cancel within 48 hours of booking, I think, but they can only do that 3 times a year.
