Class B

We have an apartment in Brooklyn and we are truly confused about this Class B, who is supposed to register? We only have the one apartment. I don't believe we are allowed to book less than 30 days so we don't do that even though I see others that do. My concern right now is this Class B, where do we go for clarity? Does anyone one here understand without saying read the application because it is not very clear at all. What does the Class B status mean?
