Does each airbnb have to purchase a businesses in Utah or are we covered under the umbrella of Airbnb's License?

We live in a residential area that has many apartments near by.  We were just notified that we need to get a business license for a seasonal Airbnb.  After 3 years of we had no idea that we needed one.  I thought we would be covered under the umbrella of the Airbnb business license?

It says you need a Residential Vacation Rental Permit and rooming house business license.

Also, Airbnb’s host guarantee doesn’t count for licensing. You’ll need a commercial liability umbrella on your insurance policy.
