Is it necessary to pay VAT tax to Panama gov for Airbnb rentals outside of Panama City, Panama?

I pay taxes for my rentals in Panama and the US, as I am a US citizen,  but I have researched this in the past and haven't found out if it is necessary to pay VAT tax. Does anyone know if the law has changed in Panama (outside Panama City) for charging guests tax?

Hi

I only heard that in Boquete the mayor started to charge a new tax.  It started a battled because apparently it is ilegal for the mayor to charge it.
