Airbnb at Surrey,BC = all illlegal and no licensing ?

Recently found that doing Airbnb at Surrey BC is illegal and thousands of host at Surrey could be a target of home inspection by Surrey bylaw officer once you receive any complaint from neighbors. Making thing worse,  Surrey does not issue a bed and breakfast license at any residential home - actually this is the answer from the licensing office. Not likely to Vancouver, this city is very slow to dealing this agenda. Can anyone give us any advice?
