Guest cancellation

I have a guest who wanted to fit 5 people in my one bedroom apartment.

He just cancelled as I told him that it is not possible.

My policy is moderate. Does that mean he gets the full refund and does not need to pay any airbnb fees as well?

He booked in for 8th July, which is more than 5 days away.
