Had a guest cancel day of arrival, then got a same day booking do I keep both payouts?

A guest that was scheduled to check on today canceled day of arrival. The calendar was open and another guest booked the apartment. 

I have a strict cancelation policy so the guest that canceled appears to be still on the hook for his payment minus the cleaning fee.

do I really get to keep both payouts?

That depends on you,  if you want to refund the guest or not, or if the cancellation falls under the extenuating circumstances policy and the guest was able to provide valid documents, then expect that the guest will be refunded.
