How to review marijuana smoking guest?

How do I (tactfully?) review a guest who left my apartment smelling like marijuana and smoke?

It's not legal here (yet) but either way I have a strict no smoking policy

I would just mention that you have a strict no smoking policy(inside the apartment) , yet the apartment smelt somewhat when you entered to do the cleaning..... down score on the "followed the house rules" element of the review ..
