IS it possible to get the IRS deducted by Airbnb refunded if a non-US taxpayer?

I live in the UK and am a UK taxpayer. I rented out my timeshare condo at Lake Tahoe to help pay the HO annual fees at the resort. I only received $680 but Airbnb deducted $220 from this amount to pay to the IRS. I don't make any money on renting out my condo just some money to pay the HO fees but with this reduction I am short and have to pay money in out of my own pocket. I can't rent for more as I can only get the going rate others would charge so it's another loss for me. Can someone please tell me if it's possible to get this refunded to me and if so, whom should I contact? Any help would be appreciated, David
